The Patient Protection and Affordable Care Act, Public Law 111-148 has added some additional requirements for charitable hospital organizations to continue to qualify as non-profit organizations. A hospital organization is required to conduct a Community Health Needs Assessment (CHNA) at least once every three years and adopt an implementation strategy to meet the community health needs identified through the CHNA.

As part of the Health Care Services Master Plan (HCSMP) ordinance passed by the San Francisco Board of Supervisors in 2010, a task force was created to identify the current and projected health care needs within the City and County of San Francisco. The task force in conjunction with the San Francisco Department of Public Health has finalized its report. This final report was presented to a joint session of the San Francisco Health Commission and the San Francisco Planning Department on September 19, 2013. At this meeting, both commissions resolved to recommend adoption of the plan to the Board of Supervisors and it was subsequently introduced to the Board of Supervisors on October 8, 2013 for their approval.

The final report is a comprehensive analysis of the health care needs of the City and County of San Francisco. Chinese Hospital has chosen to use the final report from the HCSMP as their community needs assessment.
